Summary All hourly jobs are considered as open for bid on a continuous basis. Any BPA employee on a competitive career or career-conditional appointment may, at any time, submit an application for permanent promotions, reassignments, or change of duty stations. Responsibilities As a Welder Foreman II, you will: Have Supervisory Responsibilities: Assigns Duties. Plans and schedules work assignments to insure maximum use of resources and achievement of priority work within guidelines established by the Ross General Shops Manager. Maintains Discipline. Establishes standards of performance and conduct of employees supervised. Insures compliance with administrative regulation, procedures, and working rules. Enforces Safety Rules. Instructs subordinates in safety rules and safe work practices, including proper use of tools and equipment, safe driving techniques, fire prevention, evacuation procedures, and general housekeeping practices. Insures that equipment and work areas are free from hazards and that subordinates follow safe work practices as prescribed by regulations, laws, and standard practices. Organizes and conducts regular safety meetings. Investigates accidents involving persons under the jurisdiction of the Ross General Shops Manager. Completes required accident reports accurately and promptly. Performs, Reviews and Inspects Work. Performs productive work as time permits, and reviews and inspects work of subordinates to insure complete and professional workmanship. Responsible for Quantity and Quality of Work Performed. Is responsible and accountable for the satisfactory and timely completion of all the work performed in the Ross Welding Shop. ?Planning and Scheduling: Coordinates work schedules with other supervisors to avoid delays, meet deadlines and satisfy priorities. Prepares and coordinates short-range work plans to accomplish workload, including preparation of time and material cost estimates. May assist the Ross General Shops Manager in working with contractors to meet workload requirements. Recommends purchase of new tools and equipment needed to maintain high standards of quality and efficiency. Administrative: Reviews Employees' Performance and Recommends Personnel Actions. Continuously evaluates employees' performance and initiates proper actions to provide job satisfaction, improve working skills, resolve employee problems, develop team spirit and improve employee conduct. Recommends personnel actions to the Ross General Shops Manager. Identifies, Plans, and Implements Training. Orients new employees to the work unit and explains nature and purpose of work programs. Provides on-the-job training and recommends off-the-job training to improve subordinates' skills and efficiency. Reports and Records. Prepares and forwards required documents relating to time, leave, per diem, work progress; materials, field purchases and equipment. Reports problems to the Ross General Shops Manager relating to work, materials, safety, or personnel when these are of a nature requiring action by higher authority or referral to other offices of the Administration. Reports all accidents to the Ross General Shops Manager, providing a complete and accurate account of the accident. Assists in accounting for all tools and equipment in custody. Requirements Conditions of Employment Position is subject to initial pre-employment Drug Testing and random drug testing thereafter. First time supervisors will be required to serve a 1 year probationary period. This position requires a pre-employment medical exam, at BPA expense, prior to appointment due to the physical requirements of the position. After employment, this position may be subject to periodic physical examinations, as prescribed by competent medical authority and at BPA expense, if exposed to health hazards. Apprentices in the last year of the program are encouraged to submit an application to indicate duty locations for which they want to be considered for permanent placement. Possess a BPA Welder Certificate. Become familiar with and follow the safety practices of the BPA Accident Prevention Manual. Travel occasionally to field sites. Possess a valid First Aid Card. Take First Aid refresher training, when possible. Obtain a valid restricted non-electrical worker's permit. Subject to call for emergency work outside normal duty hours. Possess a valid Class B commercial driver's license (CDL) from state of residence. Additional endorsements on valid driver's license may be required to operate assigned vehicles in compliance with state regulations. Possess a U.S. Motor Vehicle Operator Authorization or obtain within 30 days after appointment.. Traffic citations indicating poor driving habits may disqualify applicants. Be certified on aerial lift or other equipment if assigned to use or operate. Operate motor vehicles including sedans, pick-up trucks, vans, flatbed trucks, forklift and/or aerial manlifts. Be required to wear protective apparel such as respirators when required for worker safety. The screen-out element for this position is: Ability to successfully perform the work of a Welder Foreman II, is the ability to lead or supervise the following duties: fabricate and assemble all types of bus fittings from copper, aluminum, or steel, 2) fabricates and pre-stresses all types of buses, consisting of copper, aluminum, or wrought iron, 3) erects copper, aluminum, or steel bus in switchyards, and 4) performs all types of general welding on shop fabrications, steel, and aluminum structures, trucks, dozers, cranes, booms, shovel buckets, etc. Failure to meet this Screen out Element will result in an ineligible rating. WORKING CONDITIONS: Work is normally performed in the Welding Shop at Ross Complex. However, occasional field trips may be required to estimate and bid jobs, solving specific problems, or inspecting major jobs. The hazards include working around energized, high voltage electrical equipment and climbing on ladders, scaffolding and steel structures. May work at heights up to 100 feet. The work environment will occasionally include high noise levels or exposure to hazardous substances (i.e., mercury, acids, solvents, PCB's, etc.) that could, if precautions are not followed, pose a health risk. Approved respiratory and safety equipment shall be worn when hazardous substances are being handled (oil, acid, etc.). Emergencies, critical system conditions, or outage limitations may require that work be systemwide, done at night, or under serious time pressures. System priorities may require extended periods of overtime including working weekends and holidays. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
