Department Summary

The Ballmer Institute for Children's Behavioral Health at the University of Oregon Portland establishes a new national model for behavioral healthcare for children and families by creating the nation’s first undergraduate program in child behavioral health. 

The institute prioritizes the needs of youth who have been historically or persistently underserved and seeks to make real system change by creating a new mental health profession that addresses existing barriers and gaps in mental health services, delivering support in schools and the community, training existing youth-serving professionals, developing new approaches to support child behavioral health, and transforming the Pacific Northwest into a national model of thought and action. 

Launched in March 2022, this groundbreaking institute was made possible by an extraordinary gift from Connie and Steve Ballmer, co-founders of Ballmer Group Philanthropy.

Position Summary

The Assistant Clinical Professor is a strategic partner to the Director of Community Engagement providing expertise to develop, expand, and sustain community partnerships in support of the Ballmer Institute’s core mission of establishing a new national model for child behavioral health care. They will lead the implementation of community-based research and applied projects in line with the Institute's mission and goals including the integration of child behavioral health students and specialists in community settings.

The Assistant Clinical Professor for Community Engagement and Integration will help create new and support existing structures for ongoing community feedback and input, including community advisory boards. This position will foster relationships with existing community and school partners through a variety of mechanisms including regular engagement, participation, and presentations at various standing meetings and community events hosted by schools and community organizations. Additionally, they will host events to share resources and information about the Ballmer Institute and child behavioral health, more broadly, with the community—including at schools, community organizations, and other venues that provide opportunities to engage with families and community stakeholders.

The Assistant Clinical Professor for Community Engagement and Integration will also help to build capacity and opportunities for this new bachelor’s level mental health profession —the child behavioral health specialist—to be trained in models of culturally-responsive and inclusive care. With a community-engaged research approach, they will co-develop training and internship opportunities for child behavioral health students to learn directly from staff at community-based organizations who have created and deliver culturally-responsive and culturally-specific services in the community. To support this work, they will serve as a liaison to community-based organizations and work collaboratively with the institute’s Clinical Partnership Liaison and faculty leadership. They will integrate community input into the development of courses in the undergraduate training program and expand co-curricular opportunities (e.g., Portland Summer Internship Program) and identify new opportunities to develop co-curricular programs and initiatives that support and grow interest in the field of child behavioral health with an emphasis on student recruitment, retention, and increasing the diversity of the behavioral health field.

As a strategic member of the community engagement team, this position works both independently and under the direction of the Director of Community Engagement. This position requires the ability to exercise independent judgment and initiative, drawing on comprehensive knowledge of the complex issues that accompany community building and community engaged work in a higher education environment. The person in this position must possess a high level of cultural awareness and humility and be comfortable with working with people from a range of diverse backgrounds and identities.

This is an in-person position, based in Portland. Up to 40% travel to community sites across the Portland metro area with occasional travel outside this area required. This position engages in outreach efforts that occur on evenings and weekends in support of building and sustaining relationships.

Minimum Requirements

• Master’s degree in psychology, counseling, social work, or a closely related field.

• Two years of scholarship, teaching, research, and/or creative activity in behavioral health

• Two years of professional experience with community-engaged work such as building community partnerships, conducting community outreach, planning and hosting community outreach events, or gathering and implementing community feedback.

Professional Competencies

• Ability to build, nurture, and sustain relationships and key partnerships in low-trust environments.

• Knowledge of the unique experiences and needs of underrepresented populations (e.g. Native American, Black/African American, LatinX, Asian, Desi, Pacific Islander, LGBTQIA+), particularly in the Pacific Northwest.

• Ability to work on issues of diversity, equity, and inclusion to effect meaningful change and promote community outreach and engagement.

• Effective communication skills.

• Proficiency in the Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, etc.), with the ability and initiative to learn and incorporate new hardware/software platforms as required to successfully perform the essential functions of the position (e.g. Qualtrics).

• Demonstrated organizational and time management skills, including setting priorities, achieving program and unit goals, and performing multiple work assignments simultaneously with acute attention to detail.

Preferred Qualifications

• Bi-cultural, bilingual, and/or second language proficiency.

• Experience working directly in a service program, service learning, community partnerships, civic engagement, and/or volunteer management.

• Experience coordinating or facilitating experiential education programs that meet the needs of a multicultural college student population.

• Prior experience teaching courses or providing professional development on culturally responsive and inclusive practices.

• Prior experience in community-engaged research.
